CNN —An Alaska Airlines passenger accused of attacking another traveler with pens wrapped in rubber bands in late January has been charged in federal court with assault with a dangerous weapon, according to court documents filed in the US District Court of Nevada on Wednesday. Lopez is scheduled to be arraigned in federal court in Las Vegas on March 1, court documents said. The other passenger, who was seated across the aisle from Lopez, is a sworn law enforcement officer, court documents say. He also said that he felt the mafia had been chasing him for months, court documents said. One witness described Lopez as “fidgety” and said he was putting on and taking off gloves during the flight, court documents said.

The sanctions mark the latest move by the administration to levy consequences against Russia amid heightened tensions between the two countries. The United States government has placed detained immigrants in solitary confinement more than 14,000 times in the last five years, and the average duration is almost twice the 15-day threshold that the United Nations has said may constitute torture, according to a new analysis of federal records by researchers at Harvard and the nonprofit group Physicians for Human Rights. The report, based on government records from 2018 through 2023 and interviews with several dozen former detainees, noted cases of extreme physical, verbal and sexual abuse for immigrants held in solitary cells. The New York Times reviewed the original records cited in the report, spoke with the data analysts and interviewed former detainees to corroborate their stories. Overall, Immigration and Customs Enforcement is detaining more than 38,000 people — up from about 15,000 at the start of the Biden administration in January 2021, according to an independent tracking system maintained by Syracuse University. A growing proportion of detainees are being held in private prison facilities with little means of accountability, and preliminary data from 2023 suggests a “marked increase” in the use of solitary confinement, according to the report.

After nearly two years of false starts, last-ditch proposals and pleas for more time, China Evergrande, a massive property company, has been ordered to dismantle itself. The worries in real estate, where most households put their savings, helped tip the economy into a downturn. The Evergrande bankruptcy will play out in Hong Kong and China. A Hong Kong judge, Linda Chan, on Monday ordered Evergrande’s liquidation and appointed Alvarez & Marsal, a firm that specializes in bankruptcy cases, to manage the unwinding. The firm’s role will be to help creditors — particularly overseas investors who made loans to Evergrande — get some of their money back.
